C©unCf LN I [ 32 ccw ltq From: Robert Gerard Sent: Wednesday, May 21, 2025 9:53 AM To: Council Testimony Subject: Communication 159.41 to amend Bill No. 32, Draft 2 Aloha, When voting on this measure, I urge you to carefully consider your answers to four questions. 1) How will you personally feel if nothing is done to fund a second road for Waikoloa Village and there is a Lahaina-like disaster, knowing that you could have done something? 2) Do you think that.you could withstand the local, state and federal scrutiny that would be applied, given that there was ample warning and calls for action on your part to take steps to mitigate the potential for disaster? 3) Do you think the local voters would ever understand your actions, or lack of action, and give you a position of responsibility for their welfare? 4) Wouldn't it be more cost effective to pay for a new road up front instead of paying billions afterwards for a Lahaina- like disaster? Even if there is never a disaster, do you think the cost of building a new road will become cheaper in 5-10 years?
