I am testifying in strong support of Communication 159.41 to amend Bill No. 32, Draft 2. I fully support this amendment, which would fund the initial engineering for Waikoloa's much -needed second arterial road. C� f-, CZCD My husband and I are Kapuna and do not drive after dark. Our fear is that without a second road, the emergency road which is the closest to our home will be a danger to ourselves and others if we need to drive down it when it's dark. We don't see or hear well, we would be very anxious and you can fill in the rest of our scenario. At times we can't sleep in fear of fire coming to Waikoloa, especially when it's windy. Waikoloa Village is among the fastest -growing communities on Hawaii Island, with projections to double its population in the coming decades. Yet, we remain reliant on a single access road. This is not just inconvenient — it's dangerous. In 2021, Hawai`i's largest wildfire came within just three miles of our community. It was a sobering reminder of our vulnerability. No community should be left with only one way in and out, especially not one at such high risk for wildfire. A second road is not a luxury — it is a necessity for safety, resilience, and preparedness. We understand the many competing demands you face during budget season. But this is a unique chance to act proactively — to prevent loss of life, not just respond after the fact. Your support for this amendment could mark the turning point in finally bringing this long -overdue infrastructure to life. Thank you for considering this critical matter.
