Chair Inaba, Vice Chair Onishi, and Members of the Council:
I am writing to ask for your support and action in funding during this budget cycle, the initial
engineering and design stages for an urgently needed secondary arterial road connecting
between the Queen Ka'ahumanu Highway and the north end of Waikoloa Village.
My testimony is in support of Communication 159.41 to amend Bill no. 32, Draft 2.
As a constituent living in this beautiful "extreme fire danger zone" on the Big Island, a
secondary road is necessary as an evacuation route for the thousands of residents of our
community. Despite typical drought conditions, water limitations and little movement over the
years on this essential need, there continues to be additional homes built, bringing more
people to this under-resourced area. There is potential for a catastrophic fire event, with limited
options for timely evacuation in this growing community. The danger to this community has
been recognized by County leaders and advisory boards for decades, yet there has been no
measurable progress.
I ask you to support Councilmember Eustace's amendment requisition 2.5 million to fund the
initial engineering, design and alignment work for this critical project. This is absolutely
necessary as a step to future funding and grants.
