(2016 Edition, as Amended), Relating to Exemptions for Certain Hawaiian Homes Property,
and Other Agencies. Exempts the value of buildings on Hawaiian Home Lands homesteads from
property taxes and repeals references to outdated State law. Ayes: Council Members Galimba,
Hustace, Inaba, Kagiwada, Kaneali`i-Kleinfelder, Kierkiewicz, Kimball, Villegas, and Acting

Bill 45: Amends Chapter 14, Article 10, Section 14-65, of the Hawaii County Code 1983
(2016 Edition, as Amended), Relating to Designated Exceptional Trees. Amends the TMK and
Location of the exceptional trees listing for the "Chinese Weeping Banyan" to 2-2-29:08 Kilauea
Avenue. Ayes: Council Members Galimba, Hustace, Kagiwada, Kaneali`i-Kleinfelder,
Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba — 9; Noes: None; Absent: None;
Excused: None.
Bill 47 (Draft 2): Amends Chapter 6 of the Hawaii County Code 1983 (2016 Edition, as
Amended), Relating to Transient Accommodations. Adds a new article requiring most transient
vacation rentals and hosting platforms for transient vacation rentals to register with the County
before operating; provides for enforcement and penalties. Ayes: Council Members Galimba,
Hustace, Kagiwada, Kaneali`i-Kleinfelder, Kierkiewicz, and Kimball — 6; Noes: Council
Members Onishi, Villegas, and Chair Inaba — 3; Absent: None; Excused: None.
Bill 48: Amends Ordinance No. 24-32, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2025. Appropriates revenues in the Federal
Grants — Federal Transit Administration Section 5304 Formula account ($270,000); and
appropriates the same to the Federal Transit Administration Section 5304 Formula account.

Bill 49: Amends Ordinance No. 24-32, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2025. Appropriates revenues in the Federal
Grants — 2025 Pathways to Removing Obstacles Housing account ($1,500,000); and appropriates
the same to the 2025 Pathways to Removing Obstacles Housing account. Ayes: Council
Members Galimba, Hustace, Kagiwada, Kaneali`i-Kleinfelder, Kierkiewicz, Kimball, Onishi,
Villegas, and Chair Inaba — 9; Noes: None; Absent: None; Excused: None.
Bill 50 (Draft 2): Amends Chapter 19, Article 11, Section 19-90, of the Hawaii County Code
1983 (2016 Edition, as Amended), Relating to Real Property Taxes. Changes the required
appropriation of residential tier two property tax revenue for housing and homelessness from a
fixed proportion of 75 percent to a fixed amount of $9,000,000. Ayes: Council Members
Galimba, Hustace, Kagiwada, Kdneali`i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and
Chair Inaba — 9; Noes: None; Absent: None; Excused: None.
Bill 56: Amends Ordinance No. 24-32, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2025. Increases revenues in the Federal Grants —
Justice Assistance Grant -Special Response Team Capability Enhancement Grant account
($78,671); and appropriates the same to the Justice Assistance Grant -Special Response Team
Capability Enhancement Grant account, for a total appropriation of $129,028. Ayes: Council
Members Galimba, Hustace, Kagiwada, Kaneali`i-Kleinfelder, Kierkiewicz, Kimball, Onishi,

Bill 57: Amends Ordinance No. 24-32, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2025. Increases revenues in the Federal Grants —
High Intensity Impact Grant account ($22,600); and appropriates the same to the High Intensity
Impact Grant account, for a total appropriation of $690,877.96. Ayes: Council Members
Galimba, Hustace, Kagiwada, Kdneali`i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and

Bill 31 (Draft 3): Establishes an Operating Budget for the County of Hawaii for the Fiscal Year
July 1, 2025, to June 30, 2026. Draft 3 includes estimated revenues and appropriations

Bill 32 (Draft 3): Relates to Public Improvements and Financing Thereof for the Fiscal Year
July 1, 2025, to June 30, 2026. Draft 3 of the proposed Capital Budget for the fiscal year ending
