Bill 24 (Draft 6): Amends Chapter 25, Articles 1, 2, 4, 5, and 7, of the Hawaii County
Code 1983 (2016 Edition, as Amended), Relating to Telecommunication Antennas and Towers
(Planning Director Initiated). Removes the requirement for a use permit to establish
telecommunication antennas and towers in certain zoning districts, adds application
requirements, and amends standards for the establishment of telecommunication antennas and
towers. Ayes: Council Members Galimba, Hustace, Kagiwada, Kaneali`i-Kleinfelder,
Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba — 9; Noes: None; Absent: None;
Excused: None.
Bill 54: Amends Ordinance No. 24-33, as Amended, Relating to Public Improvements and
Financing Thereof for the Fiscal Year July 1, 2024 to June 30, 2025. Appropriates excess fuel
tax revenues collected from fiscal years 2022-2023 and 2023-2024 to the following projects
totaling $1,493,554.75: Roadway Projects ($448,066.43), Bridge Inspection/Repair
($298,710.95), and Local Road Projects ($746,777.37). Funds for these projects shall be
provided from fuel tax revenues, in excess of what was projected in Ordinance No. 23-18. Ayes:
Council Members Galimba, Hustace, Kagiwada, Kaneali`i-Kleinfelder, Kimball, Onishi,
Villegas, and Chair Inaba — 8; Noes: None; Absent: Council Member Kierkiewicz — 1;
Excused: None.
Bill 55: Amends Ordinance No. 24-32, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2025. Appropriates revenues in the Federal Grants —
HOME -American Rescue Plan Program account ($1,977,568); and appropriates the same to the
HOME -American Rescue Plan Projects account ($1,817,225) and HOME -American Rescue Plan
Administration account ($160,343). Ayes: Council Members Galimba, Kagiwada,
Kaneali`i-Kleinfelder, Kimball, Onishi, Villegas, and Chair Inaba — 7; Noes: None; Absent:
Council Members Hustace and Kierkiewicz — 2; Excused: None.
Bill 61: Amends Ordinance No. 24-32, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2025. Appropriates revenues in the Federal Grants —
County of Hawaii Smart and Safe Intersection Demonstration account ($3,360,000); and
appropriates the same to the County of Hawaii Smart and Safe Intersection Demonstration
account. Ayes: Council Members Galimba, Kagiwada, Kaneali`i-Kleinfelder, Kimball, Onishi,
Villegas, and Chair Inaba — 7; Noes: None; Absent: Council Members Hustace and
Kierkiewicz — 2; Excused: None.
Bill 62: Amends Ordinance No. 24-32, as Amended, the Operating Budget for the County of
