I am writing on behalf of the 3221 Members of the Waikoloa Village Homeowners Association, the
largest landowner in Waikoloa Village to urge you to prioritize funding for a second arterial road in the.
upcoming 2025 budget. This project is critical for both emergency preparedness and the continued
safety of our growing community.
Over the past year, there has been discussion about anew emergency access route and the eventual
permanent road to alleviate evacuation concerns —particularly given Waik6loa's high wildfire risk.
However, progress on the permanent arterial road appears to be delayed, and we cannot afford to wait
while more homes are built in the area. With the budget deadline fast approaching, it is imperative that
the County acts now to ensure design, environmental reviews, and other preliminary work can
commence this year.
By securing budget allocations for the initial planning and design stages, the County would be
demonstrating its commitment to protecting Waikoloa Village families and property that have been
promised in Mayoral campaigns for 25 years. If, at any point, the developer decides to move forward
with their own funding, the County could reallocate these public funds to other pressing needs.
However, without a firm commitment from the developer, the County must take the lead to avert
further delays and the continued endangerment of the lives of Waikoloa residents like me.
Thank you for considering this urgent request. I respectfully ask you to include the necessary funds for
the second arterial road in the 2025 Capital Improvement Budget. Safeguarding the residents of
Waikoloa Village from the threat of wildfire and providing adequate access for future development
should be among our highest priorities.
