Subject: Waikoloa's second road
Aloha Chair and Members of the Council,
My name is Jan O'Neill, and I'm a homeowner in Paniolo Estates in Waikoloa. I am testifying in support of
Communication 159.41 to amend Bill No. 32, Draft 2, for funding the initial engineering of Waikoloa's second
arterial road.
Waikoloa is growing way too fast to continue to rely on a single main road out and a single -lane backup
road. It took hours to evacuate the Village the last time and now the County and private developers are
building homes so far from the main intersection that the future occupants will be challenged to escape in a
timely manner.
Funding for the arterial road's design must be included in the 2025 Capital Improvement Budget. Delaying this
step risks prolonging the project and endangering residents. Please don't let us perish in our vehicles trying to
escape like the poor folks in Lahaina and Paradise, California.
