Subject: Support for Communication 159.41 to Amend Bill No. 32, Draft 2
Aloha Mayor Alameda and Council Members. My name is Wendie Rooney, and I'm a resident of Waikoloa Village. My
husband and I are writing to you to request your support of Communication 159.41 to amend Bill No. 32, Draft 2 to
provide funding for the initial engineering of the Waikoloa second arterial road.
We live in the northern end of Waikoloa Village, and in the case of an emergency such as a wildfire, it is unlikely we
would be able to evacuate the community via either the emergency access at the end of Hulu Street or Paniolo Road to
Waikoloa Road due to significant road congestion. We were very fortunate to be out of the community during the last
evacuation in 2021, but it took our neighbors hours to evacuate the community due to congestion on Paniolo and
Waikoloa Roads. This road in the northern area of the community, where significant growth is currently occurring, is vital
to the safety of existing and future residents.
We ask that you please vote to approve District 9 Councilmember James Hustace proposed amendment for funding to
complete the engineering for the final design and cost estimate of a second road in the 2025-2026 Capital Improvement
Budget.
