Yes, sounds dramatic but this is real! People's lives are at stake and there is no question, in my opinion, that in the event of wildfire hitting Waikoloa there will be lives Lost due to lack of sufficient egress during evacuation. Coming from California we watched in horror at the people dying in their cars in the Paradise fire. This should not happen to Waikoloa due to a lack of enforcement - of what appears to be both private and public developers - ignoring the need for a second road and being allowed to build anyway. My name is Carolyn Silan, a resident of Waikoloa Village. I lived in South Lake Tahoe, CA when a fire ripped through the canyon leading to our beautiful town. It was a similar situation as we have here in Waikoloa as there was only one way out when the evacuation orders were made. Town was paralyzed at a time when time was of essence as happened here in 2021. We got lucky that time but we cannot rely on luck to strike twice. I beg of you to vote for funding for the initial engineering of Waikoloa's second arterial road to be included in the 2025 Capital Budget. Please accept Mr. Hustace's amendment. It will save lives!
