REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: June 17, 2025 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 9:00 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 350 <br />Your Committee on Governmental Operations and External Affairs, to which was referred Communication <br />No. 350, reports as follows: <br />Communication No. 350, transmitted by Mayor C. Kimo Alameda, dated May 29, 2025, requests the Council's <br />review and confirmation of the nomination of Gilbert J. Aguinaldo to the Merit Appeals Board. <br />Executive Assistant to the Mayor Micah Alameda was present in the Kona Chambers to introduce <br />Mr. Aguinaldo, who was also present in the Hilo Council Chambers, to the Committee. As Mr. Alameda <br />introduced the nominee, he also reminded Committee Members that this Board is responsible for appointing <br />the Director of Human Resources. <br />Committee Member Ashley Kierkiewicz disclosed that she has a distant familial relationship with <br />Mr. Aguinaldo and that she had verified with Corporation Counsel that it is distant enough that she can still <br />participate in the conversation at Committee. She then proceeded to speak in favor of the appointment. <br />Committee Member Matt Kaneali`i-Kleinfelder asked if Mr. Aguinaldo was a resident of District 4 or 5. <br />Mr. Aguinaldo said that he is in District 5. Mr. Alameda said that this board doesn't require district specific <br />nominees. Member K5neali`i-Kleinfelder clarified that Mr. Aguinaldo is in District 5 for the record and then <br />proceeded to speak in favor of the appointment. <br />Pursuant to Article VII, Chapter 1, Section 7-1.2 of the Hawaii County Charter, members of the Merit <br />Appeals Board shall be appointed by the Mayor and confirmed by the Council. <br />Your Committee on Governmental Operations and External Affairs is in accord with the purpose and intent of <br />Communication No. 350, and recommends confirmation of the appointment of Gilbert J.
