Your Committee on Governmental Operations and External Affairs, to which was referred Communication
No. 352, reports as follows:
Communication No. 352, transmitted by Mayor C. Kimo Alameda, dated May 29, 2025, requests the Council's
review and confirmation of the nomination of Stephanie Bath to the Puna Community Development Plan
Action Committee. Executive Assistant to the Mayor Micah Alameda was present in the Kona Chambers to
introduce Ms. Bath, who was also present via remote technology, to the Committee.
Committee Chair Jenn Kagiwada asked Ms. Bath to speak further about the balance between keeping places
affordable while still providing infrastructure and services that are necessary. Ms. Bath explained that the
substandard subdivisions that were created many years ago in Puna may have been created with the intention
that there wouldn't be this level of development occurring. She explained that the complex infrastructure
situations are compounded by the fact that there are so many inconsistencies between the subdivisions. One
solution that was supported by the community development plan is to increase connectivity locations between
substandard subdivisions. She reminded members that this solution just needs to be implemented.
Committee Members Matt Kaneali`i-Kleinfelder, James Hustace, Demos "Fresh" Onishi, and Ashley
Kierkiewicz spoke in favor of the appointment.
Pursuant to Chapter 16, Article 3, Section 16-5(a) of the Hawaii County Code, members of the Puna
Community Development Plan Action Committee shall be appointed by the Mayor and confirmed by the
Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose and intent of
Communication No. 352, and recommends confirmation of the appointment of Stephanie Bath to the Puna
Community Development Plan Action Committee.
