Aloha Chair, Inaba, Vice Chair Onishi, and Council Members,
My name is Makenzie Ebaniz and I currently serve as the General Manager at Kona Coast Vacations. We want to thank
the Council for all their work and due diligence regarding transient vacation rentals. We believe in fair and balanced
regulations and are committed to work with the County as a community partner. We know that regulating transient
vacation rentals requires considerable attention and we appreciate your thoughtful approach in Bill 47. However, we
respectfully ask the County to consider the following changes to enhance clarity and ensure due process, resulting in
even greater compliance and longstanding benefits.
Defer Bill 47 until the economic impact study is released. We appreciate the County for commissioning this study
and believe its findings could help shape greater evidence -based decisions that will benefit the community as a
whole.
2. Develop a targeted registration program that includes enforceable protections for voluntary registrants.
3. Provide "ability to cure" language. Currently the language allows an immediate cancellation, however for those
intentionally acting in good faith the ability to cure is essential for correcting an unintentional error and
addressing them quickly without disruption.
4. Provide specific limited -time amnesty for registrations.
