Deferring enacting legislation until the economic impact study was agreed to just a few months ago and commitments to use its data to shape this legislation are being broken already. The draft Bill47 is not a "simple registration bill" - it is open-ended and unfinished -with poorly defined guidelines for how it will be executed. Bill47 does not define significant portions of critical regulations and abdicates further regulation authority to county departments to be defined in the future where the public may have less ability to provide input into those rule making processes. It is in essence an incomplete contract with no boundaries. That is 100% the opposite of transparent and accountable government. With the Hawaii County Council already breaking its promises to study the impacts of this proposed legislation with an economic impact study before enacting new rules, why should the public have any trust that passing the unfinished Bill 47 will be fair & accountable? Please defer Bill 47 until the economic impact study is complete and finish fully definingthe regulations in a bill instead of signing an incomplete contract.
