Council Testimony
Bill 47
I oppose passage of Bill 47 in its current form. Although I am a practicing lawyer, I want to make it clear that I am
presenting my testimony only for myself and represent no clients in this matter.
First, it seems to me that consideration of the Bill prior to publication of and public comment on the pending economic
study is unwise, arbitrary and capricious.
I have followed the history of attempts to regulate TVRs in our County for quite some time. I am concerned that Bill 47
appears to be another proposed solution in search of problems that don't exist here. Moreover, to the extent that
unhosted, multiple TVR operations are genuinely problematic, single unit, hosted TVR operations should be exempted.
Families trying to hold on and economically survive by sharing their homes with visitors should be supported, not taxed
and burdened with extensive, unnecessary regulation.
Finally, I am concerned that the conventional hotel and hospitality industry appears to have outsized influence in this
matter when no substantial competition with them from TVRs seems to exist.
