Dear Council Chairman Arakaki and Members:
At the County Council meeting held on July 26, 2000, William Supora, a speaker addressing the
Council on Resolution 246-00, distributed a photograph depicting a low flying helicopter. The
photograph was dated March 31, 2000.
This photograph was subsequently studied by our personnel. We have confirmed that the
photograph of the helicopter was not related to our operations.
A detailed check was made and our records indicate that a Counter Cannabis Field Operation
(marijuana eradication mission) was not conducted on or even close to that date. On March 31,
2000, officers assigned to the Vice Section were conducting narcotic investigations, unrelated to
marijuana eradication, in conjunction with the Drug Enforcement Administration's Mobile
Enforcement Team. The Department was not involved in any type of aerial operation on
March 31, 2000, or close to that date.
This is yet another example of the Department's marijuana eradication program being blamed
for a low flying aircraft not associated with a police operation.
