JNtV OF yam' <br />COUNTY OF HAWAPI • �• STATE OF HAWAPI <br />E OFM' <br />RESOLUTION NO. 22701 25 <br />A RESOLUTION ADOPTING THE COUNTY OF HAWAPI 2025 MULTI -HAZARD <br />MITIGATION PLAN <br />WHEREAS, Hawaii County Code (HCC) § 7-14(a)(4) provides that a multi -hazard <br />mitigation plan shall be developed every five years by a mitigation work group, maintained by <br />the Civil Defense Agency, and filed with the County Council; and <br />WHEREAS, pursuant to 44 Code of Federal Regulations (C.F.R.) § 201.6(a)(1), <br />approved hazard mitigation plans are a requirement for local governments, like the County of <br />Hawaii, to be eligible for the projects funded under the Federal Emergency Management <br />Agency's (FEMA) Hazard Mitigation Assistance (HMA) grant programs and certain other <br />FEMA programs, including the Hazard Mitigation Grant Program (HMGP); and <br />WHEREAS, 44 C.F.R. § 201.6 outlines the requirements for local hazard mitigation <br />plans, which includes providing documentation that the plan has been formally adopted by the <br />governing body of the jurisdiction requesting approval of the plan, 44 C.F.R. § 201.6(c)(5); and <br />WHEREAS, 44 C.F.R. § 201.6(d)(1) requires local hazard mitigation plans to be <br />submitted to the State Hazard Mitigation Officer for initial review and coordination, who then <br />sends it to the appropriate FEMA Regional Office for formal review and approval; and <br />WHEREAS, to continue program eligibility, 44 C.F.R. §§ 201.3(d)(2), 201.6(d)(3) <br />require local governments to review, update, and submit the local hazard mitigation plans to the <br />State and FEMA at least every five years from the date FEMA approved the previous plan; and <br />
