HomeMy WebLinkAboutRES 227 Draft 01 2024-2026JNtV OF yam' COUNTY OF HAWAPI • �• STATE OF HAWAPI E OFM' RESOLUTION NO. 22701 25 A RESOLUTION ADOPTING THE COUNTY OF HAWAPI 2025 MULTI -HAZARD MITIGATION PLAN WHEREAS, Hawaii County Code (HCC) § 7-14(a)(4) provides that a multi -hazard mitigation plan shall be developed every five years by a mitigation work group, maintained by the Civil Defense Agency, and filed with the County Council; and WHEREAS, pursuant to 44 Code of Federal Regulations (C.F.R.) § 201.6(a)(1), approved hazard mitigation plans are a requirement for local governments, like the County of Hawaii, to be eligible for the projects funded under the Federal Emergency Management Agency's (FEMA) Hazard Mitigation Assistance (HMA) grant programs and certain other FEMA programs, including the Hazard Mitigation Grant Program (HMGP); and WHEREAS, 44 C.F.R. § 201.6 outlines the requirements for local hazard mitigation plans, which includes providing documentation that the plan has been formally adopted by the governing body of the jurisdiction requesting approval of the plan, 44 C.F.R. § 201.6(c)(5); and WHEREAS, 44 C.F.R. § 201.6(d)(1) requires local hazard mitigation plans to be submitted to the State Hazard Mitigation Officer for initial review and coordination, who then sends it to the appropriate FEMA Regional Office for formal review and approval; and WHEREAS, to continue program eligibility, 44 C.F.R. §§ 201.3(d)(2), 201.6(d)(3) require local governments to review, update, and submit the local hazard mitigation plans to the State and FEMA at least every five years from the date FEMA approved the previous plan; and WHEREAS, the County of Hawaii Multi-Hazard Mitigation Plan was last approved by FEMA on September 15, 2020, and an updated plan needs to be approved by September 15, 2025, for continued program eligibility; and WHEREAS, the County of Hawaii 2025 Multi-Hazard Mitigation Plan has been developed and to receive final approval, must be adopted by and filed with this governing body in compliance with 44 C.F.R. § 201.6(c)(5) and HCC § 7-1-4(a)(4); now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that pursuant to 44 C.F.R. § 201.6(c)(5) and HCC § 7-1-4(a)(4), the County of Hawaii 2025 Multi- Hazard Mitigation Plan is adopted by and deemed filed with this governing body, inclusive of any minor additions or corrections that result from the State and FEMA review process; and BE IT FURTHER RESOLVED that the County Clerk shall transmit a copy of this resolution to the Mayor C.
