WHEREAS, the Big Island Dance Council, a 501(c)(3) nonprofit organization, supports,
promotes, and encourages the art of dance on the Island of Hawaii through education, classes,
performances, and networking; and
WHEREAS, the Big Island Dance Council is requesting funds for the rental of the
University of Hawaii at Hilo Performing Arts Center, lighting, audio, and projection equipment
usage, and a specialized dance floor, which will serve a public purpose by benefiting, improving,
or promoting the interests of educational concerns, culture and the arts, and the needs of the
youth; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 2 are hereby transferred to the
Department of Liquor Control to provide a grant to the Big Island Dance Council for the
expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.

For its 50th year of service to the community, the Big Island Dance Council (BIDC) will sponsor a newly conceived and resurrected Dance Extravaganza on October 25,
2025, at 5 pm at the UH-Hilo Performing Arts Center. The concert will feature eight invited Big Island studios and programs that have been in existence for 3 to 48 years
on the Big Island and are known for their high -quality classes serving both youth and adults. One studio is based in West Hawari, and another is located in Waimea. In
addition to showcasing the dance studios (non -hula) where classes are available on the Big Island, two special invited guests will be featured. Peter Rockford -Espiritu, a
prot6gd of BIDCs founder, Earnest Morgan, and the first Native Hawaiian to form a nationally recognized contemporary dance company in the state, Tau Dance Theater,
will perform with several company members. Kea Kapahua, a former student of Earnest Morgan and who is now the UH-Hilo Dance Program Director, will present her
piece "Halra Aloha No Kaim0," which was recently selected to perform at the 2025 American College Dance Association Festival Washington D.C. The benefit to the
public is very strong, as it keeps the dance community connected, knowledgeable about quality resources, and vibrant by facilitating the exchange of creativity and
technical skills between emerging young dancers, mature professionals, and aspiring young adult performers.

The Big Island Dance Council supports, promotes, and encourages the art of dance on the Island of Hawari through education, classes, performances, and networking.

BIDC was started in 1975 by the late Earnest T. Morgan to educate and perpetuate the art of dance for the Big Island community. Through its storied 50-year history,
BIDC famously promoted dance of many genres through its annual Dance Extravaganza held from 1976 to 1991. It was the premiere community dance event on the Big
Island during those years, showcasing dancers of all ages and dance forms.

Public Purpose of Requested Funds
Per §2-138 of the Hawari County Code 1983 (2016 Edition, as amended), the County may grant an award only if the proposed program or service provides direct public
benefits and fulfills a public purpose within the County.

Measurable outcomes include participation from at least 100 dancers, spanning children, teens, young adults, and experienced professionals. BIDC anticipates an
audience of 500 to 700 community members, including families, educators, and art supporters. The concert will highlight the strength and diversity of dance instruction
available island -wide, promoting continued engagement in the arts by showcasing accessible and high -quality dance opportunities. The project will also foster
intergenerational learning and cultural exchange by featuring notable alums of BIDC's programs who will perform original works alongside younger dancers. The events
goal is not only to honor the past but to invigorate the Big Island's dance community and support its growth into the future.
