HomeMy WebLinkAboutRES 230 Draft 01 2024-2026COUNTY OF HAWAIJ STATE OF HAWAIJ RESOLUTION NO. 230 25 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HILO DOWNTOWN IMPROVEMENT FOUNDATION FOR ITS 4TH OF DULY BLOCK PARTY. WHEREAS, the Hilo Downtown Improvement Foundation is a 501(c)(3) nonprofit organization with a mission to financially support the activities and events of the Hilo Downtown Improvement Association, whose goals are to protect, preserve, and create a vibrant downtown Hilo for all to enjoy; and WHEREAS, the Hilo Downtown Improvement Foundation is requesting funds for expenses related to its 4th of July Block Party for portable toilet rental, insurance, and security and traffic services provided by off -duty Police Officers, which will serve a public purpose by benefiting, improving, or promoting the interests of culture and the arts, and the public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAYI that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 2 are hereby transferred to the Department of Liquor Control to provide a grant to the Hilo Downtown Improvement Foundation for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMO"CT OF APPROPRIATION: $1,860 OUT AND FROM: 010.101.5101.91 Clerk -Council SVC — Contingency Relief $1,860 010.251.5251.39 Department of Liquor Control $1,860 Public Programs 115 Misc. The 4th of July Block Party, hosted in Downtown Hilo, is a free, family -friendly community celebration that brings residents and visitors together to commemorate Independence Day. The event features live performances, local vendors, and keiki activities spread throughout the historic downtown district. Centered around the spirit of community and cultural pride, the Block Party activates public spaces, encourages local commerce, and strengthens a sense of place by drawing hundreds of attendees to enjoy a safe, festive environment. Funding will support essential event costs to ensure that the event remains free and open to the public. By highlighting local talent and businesses, the Block Party boosts economic activity and builds community cohesion while celebrating our shared heritage. *46. 501(c)(3) Mission Statement Financially support the activities and events of the Hilo Downtown Improvement Association, whose goals are to protect, preserve, and create a vibrant downtown Hilo for all to enjoy. *47. The Hilo Downtown Improvement Foundation is a 501(c)(3) nonprofit organization that finandally supports the activities and events of the Hilo Downtown Improvement Association (HDIA). The Foundation enables HDIA to carry out community -based programming such as the 4th of July Block Party. All funds raised or granted through the Foundation go directly toward executing public events that fulfill HDIAs mission to protect, preserve, and create a vibrant downtown Hilo. *48. Please upload a completed CRF Grant Budget Form. 4th ofJuty Block Party Budoetxisx Public Purpose of Requested Funds Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the proposed program or service provides direct public benefits and fulfills a public purpose within the County. 49. According to §2-136, "public purpose" is defined as a benefit to, improvement of, or promotion of the interests in the following areas. With support from County funds, the 4th of July Block Party aims to deliver several meaningful and measurable outcomes for the Hilo community. The event is expected to draw between 500 to 1,000 attendees, offering a safe, family -friendly celebration that strengthens community connections and civic pride. By activating the heart of Downtown Hilo, the event encourages positive use of public spaces and supports the ongoing revitalization of the area. The Block Party will feature performances by at least five performance groups, providing opportunities for community -based artists to share their talents while enriching the cultural fabric of the event In addition, the celebration will support economic activity by including at least 15 local vendors helping to promote and sustain the local economy. The event also includes keiki and 'ohana-friendly activities designed to encourage intergenerational participation and provide accessible, inclusive fun for all ages. By offering free public entertainment and opportunities for cultural expression and local commerce, the 4th of July Block Party contributes to the public welfare, economic vitality, and cultural richness of Downtown Hilo. *51.
