Kekai Deputy Director Enclosed is a resolution to enter into an agreement with the University of Hawaii in Hilo (UH Hilo). The agreement is in the form of a Memorandum of Understanding which would clarify the expectations of each party and facilitate the successful admission and enrollment of HPD police officers as students in the Bachelor of Arts (BA) degree in the Administration of Justice program at UH Hilo and to provide continued professional development for HPD officers. REQUEST: A Resolution authorizing the Mayor to enter into an intergovernmental agreement with the University of Hawai'i for the benefit of the University of Hawai'i at Hilo and the Hawai'i Police Department. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Hawai'i Revised Statutes, Section 46.7, requires Council approval to enter into agreements with federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. The MOU would serve to clarify the expectations of each party and facilitate the successful admission and enrollment of HPD police officers as students in the Bachelor of Arts (BA) in Administration of Justice Program at UH Hilo and to provide continued professional development for HPD officers.
