A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO
INTERGOVERNMENTAL AGREEMENT WITH THE UNIVERSITY OF HAWAPI AT
HILO TO SUPPORT THEIR CONTINUED COOPERATION WITH THE HAWAPI
POLICE DEPARTMENT FOR THE FURTHER PROFESSIONAL DEVELOPMENT OF
COUNTY OF HAWAPI POLICE DEPARTMENT OFFICERS.
WHEREAS,Hawaii Revised Statutes Section 46-7 requires the County to obtain
consent of the Council to enter into agreements with the federal or state governments respecting
action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive
any funds or other assistance in connection with projects being or to be undertaken pursuant to
those powers; and
WHEREAS,the Hawaii Police Department("HPD") desires the ability to enter into an
updated Memorandum of Understanding (attached hereto as Exhibit"A")with the University of
Hawaii at Hilo for the benefit of Hawaii County HPD officers to facilitate the successful
admission and enrollment of HPD officers as students in the Bachelors of Arts Administration
of Justice Program at UH Hilo, with the goal of providing continued professional development
for HPD police officers; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that in
accordance with Hawaii Revised Statutes Section 46-7,the Mayor of the County of Hawaii is
authorized to execute, on behalf of the County, an intergovernmental agreement with both State
and Federal partners for the purpose of serving and protecting the County of Hawaii.
BE IT FINALLY RESOLVED that the County Clerk of the County of Hawai`i shall
transmit copies of this resolution to the Office of the Mayor,the Finance Department and the
Hawai`i Police Department.

MEMORANDUM OF UNDERSTANDING FOR COOPERATION BETWEEN
THE UNIVERSITY OF HAWAFI
for the benefit of
THE UNIVERSITY OF HAWAPI AT HILO
AND
THE HAWAPI POLICE DEPARTMENT
The University of Hawai'i., for the benefit of the University of Hawaii at Hilo (UH Hilo), and
the Hawaii Police Department (HPD) (collectively, the "Pat-ties," or individually "Party") agree
to cooperate on the Bachelor of Administration of Justice cohort program, based on the principle
of reciprocity.
This Memorandum of Understanding (MOU) serves to clarify the expectations of each party and
facilitate the successful admission and enrollment of HPD police officers as students in the
Bachelor of Arts (BA) in Administration of Justice program at UH Hilo. The goals of the Parties
are to:
• Provide continued professional development for HPD officers to receive updates on laws,
improve skills, enhance professionalism and policing, promote officer safety and
well-being" and build community trust;
• Use resources at both institutions efficiently and effectively to focus on creating a lasting
collaboration;
• Establish shared program responsibilities for student support to make the process of
admission, enrollment., and completion as seamless as possible; and
• Expand HPD officer student Opportunities for college success by ensuring program
accessibility at UH Hilo.
I. The parties shall endeavor to pursue the implementation of the following activities to
address the Parties* goals:
A. UH Hilo will coordinate a process to accept HPD officer applicants who meet UH
Hilo's standard admissions, health, and enrollment requirements and deadlines.
who will be eligible to join a cohort pursuing a Bachelor of Arts in Administration
of Justice through online coursework.
B. Offer courses to cohorts of interested HPD officer students leading toward a BA
degree in Administration of Justice during the regular academic year.

C. Assist interested HPD officers and recruits with the enrollment and registration
processes at UH Hilo,
D. Implement an invoice and payment system for courses sponsored by HPD
pursuant to this MOU.
E. UH Hilo provides advice and assists HPD officers with the Administration of
Justice program and class requirements through the Department of Administration
of Justice faculty and staff.
F. Collaborate towards building a minimum cohort size of ten (10) for HPD officers
to enroll in each annual cohort to meet UH System course enrollment
requirements.
& Coordinate on publicizing this Administration of Justice HPD cohort prograrn to
HPD officers across Hawaii Island and, going forward, across the entire state.
H. Work cooperatively to address updates., timelines, and deadlines in a timely
manner, and communicate any curriculum or other pertinent types of changes
throughout the course of the academic year.
1. Work cooperatively to promptly inform the other party of changes in campus.,
department, or program leadership and points of contact.
J. Representatives from HPD and UH Hilo's Administration of Justice program will
meet at least annually to discuss the program and any potential or planned
curricular and other changes.
1 Nothing shall diminish the full autonomy of either Party, nor will any constraints or
financial obligations be imposed by either Party upon the other in carrying out this MOU.
3. This MOU is in effect for five years and will be reviewed before the end of that period.
Additionally, it is subject to revision or modification by mutual written agreement at any
time during that period. It is also understood that either Party may terminate the MOU at
any time by giving written notice at least 6 (six) months in advance to the other Party to
minimize impact on students completing their degrees. This MOU shall take effect from
the date of the latest signature below.
4. Any notice or request given or made by one Party to the other under this MOU shall be in
writing and shall be addressed to the appropriate office as is designated in writing
