Power For the People is a movement to create sustainable systems for renewable energy
generation, with Native Hawaiians leading the development of their land and natural
resources. This initiative is led by Waika Consulting, LLC, a company formed by Innovations
Development Group (IDG), a Hawaii -based and Native Hawaiian -owned renewable energy
development company established in 1998 with proven global experience.
Waika understands the importance of Tutu Pele as an ancestor and'Aumakua, and an
important deity revered by Native Hawaiians. We are deeply grateful for the makana, a gift,
she has left her people and will be mindful as they draw on her mana, power to deliver
affordable energy for homes and businesses. Power For the people is a campaign that is
based on responsible stewardship of Tutu Pele's gift to improve the well-being of the
community while remaining respectful of cultural tradition.
Hawai`i's Renewable Portfolio Standards
To reach Hawai`i's goal of achieving 100%
Renewable Portfolio Standards statewide by
2045 (2035 for neighbor island communities)
under the Hawaii Clean Energy Initiative
(HCEI), we must continue to replace oil and
coal imports with a diverse mix of renewable
energy sources such as wind and ocean
energy, solar, biofuels, and geothermal
power. Oil and coal imports make up over
80% of all energy_ used in Hawaii for
electricity and transportation, according to
Hawaiian Electric. This accounts for the state
ranking the highest in the U.S. for its average
electricity prices and energy insecurity. In
2024, the percentage of Hawaiian Electric
generation from renewable energy was
30.8% on Oahu, 41.1% on Maui, and 58.7% on
Hawaii Island. Geothermal accounted for
just 19.1% of the total system generation mix
on Hawaii Island.
Geothermal: An Introduction
Critical to Hawai`i's sustainable energy future,
geothermal energy - or heat within the earth - is
a natural renewable resource because it is
continuously being produced due to the gradual
decay of radioactive particles in the earth's core.
The temperature of the earth's core is as hot as
the surface of the sun, and rocks and water
closer to the surface absorb heat from magma
deep underground, according to the
U.S Energy Information Administration.
Geothermal energy is common around volcanic
activity and tectonic plates in the Pacific, where
hot magma is found near the earth's surface. We
can safely harvest geothermal energy when
wells reaching deep into volcanic rock tap steam
from reservoirs of geothermal fluid, which is
used to turn turbines and generate electricity. In
Hawaii, geothermal energy is an indigenous
resource owned by the public and Native
Hawaiians.

Safer and Cleaner: Although closed -loop geothermal power production is a mature and
commercially proven system, advances in technology have made this process even more
efficient and cost effective, while mitigating the impact on the environment. This includes
using a single -turbine, double -flash steam cycle, which extracts additional steam. As a low -
carbon energy resource, geothermal power plants average a fraction of the CO2 emissions
of a gas power plant and are cleaner than energy alternatives such as renewable natural gas
(RNG) and liquefied natural gas (LNG).
Firm Power, Baseload:
Unlike intermittent renewable
sources of energy that are subject
to weather conditions and other
variables, geothermal power is
available consistently, 24 hours a
day, 7 days a week, making it a firm,
reliable and cost-effective, locally
available baseload power source
that can replace fossil fuel and
stabilize the grid with increasing
intermittent generation sources for
electricity production.

Economic Development:
Geothermal power serves as an economic
engine for community and small business
development. With billions of dollars leaving
Hawaii every year to pay for imported fossil
fuels, geothermal is a safe, lower cost firm
power baseload. The state's vast and
valuable renewable energy resources will
ensure that more of that money stays in our
communities. Additional economic activity,
jobs, and fair and reasonable costs for
energy will make life more affordable for
Hawaii families.
Waika's Native to Native (N2N) Business Development Model aims to `
prioritize and empower Indigenous communities in Hawaii and the Pacific, `�O ��
helping them manage their own resources in their own way, guided by their
own values. Based on the United Nations Declaration on the Rights of
Indigenous Peoples, N2N brings native land and resource owners together
with equitable development opportunities in culturally and environmentally JNITED NATIONS
appropriate ways, with the goal of sustainability, resilience and long-term
economic growth and prosperity.
In close consultation with Hawaii cultural advisors and community leaders, Waika
understands the importance of working together in a transparent process to be responsible
stewards of Tutu Pele's powerful gifts to her people for the benefit of all stakeholders and
future generations.

The focus is on solutions that are:
• Culturally appropriate
• Environmentally sustainable
• Socially responsible
• Economically sensible
Waika's team has successfully implemented the N2N model in New Zealand (Aotearoa) at
the invitation of the late Te Arikinui Dame Te Atairangikaahu (Maori Queen from 1966-2006)
in 2000 to help develop the geothermal resources of the Maori Trusts.
Building close working relationships with top -tier experts at the University of Auckland
Geosciences Department, Waika and IDG have been involved with several geothermal
projects throughout the planning, consultation and development phases. One plant is
already operational (Te Ahi O Maui), and another will go online soon (Taheke 8C).
Each project exemplifies the power of the N2N approach: low environmental impact, cultural
protections and long-term benefits to host communities. In addition to strong relationships
between the Native Hawaiian and Maori peoples and deeply shared cultural values, New
Zealand provides an ideal model - it has more than 1,000 MW of geothermal with over 300
MW more under development, resulting in some of the lowest energy costs in the world.
In 2024 the Hawaii State Legislature appropriated $6 million (ultimately reduced to $3 million)
for an integrated geothermal development plan led by the Hawaii Technology Development
Corporation (HTDC) under the Hawaii Department of Business, Economic Development and
Tourism (DBEDT). In partnership with the University of Hawaii Office of Research and
Innovation and in consultation with experts and organi2
Waika Consulting, we are closer than ever to
optimizing an integrated geothermal development
roadmap for a 50- to 100-megawatt power station in
Hawaii. Currently under consideration, Hawaii Senate
Bill 1269 will help allocate additional funds to continue
these critical efforts, with Waika delivering a clear
path forward for both geoscience exploration and
commercial development.
Geothermal development in Hawaii started in the 1970s, when the University of Hawaii drilled
an experimental well (HGP-A) in the Kilauea East Rift Zone in 1976 that grew into a small-scale
power plant in the 1980s. Since 1993, Puna Geothermal Venture (PGV) has operated Hawai`i's
only geothermal power plant nearby with a 38 MW contract capacity, although its production
was temporarily interrupted following the 2018 eruption of Kilauea. Production resumed after
safeguards were put in place. Geothermal technology continues to advance, making it safe
and reliable.
Ryan Matsumoto
President, Waika Consulting, LLC

Ryan Matsumoto has nearly two decades of experience in
geothermal and business development in Hawaii, serving in various
roles with Waika Consulting's parent company Innovations
Development Group (IDG) starting in 2007. As President of Waika
since 2024, Ryan oversees Hawaii geothermal exploration initiatives
under a DBEDT contract mandated by the Hawaii State Legislature.
Ryan previously served as the Project Manager for Kuilei Consulting, Inc., where he consulted on
land and commercial real estate development for the Office of Hawaiian Affairs (OHA) Kaka`ako
Makai parcels. He is the founder and Managing Director of Mats Pacific, LLC, a business
development consultancy, and a co-founder of several Hawaii businesses including Artisan 21,
LLC, and Eleven 17, LLC. He has also served in various management roles with companies in
Honolulu and Seattle. Ryan holds bachelor's degrees in business, finance, and international
business from the University of Hawaii at Manoa and is a graduate of Punahou School.

Gavin Murphy has worked for more than three decades in energy and infrastructure
development, engineering, and commercial project management. He is a geothermal
development specialist and has extensive experience collaborating with Indigenous Maori
communities in New Zealand.
A longtime advocate for economic development initiatives and community alignment, Gavin is
the Principal Consultant for LUCA, Ltd., and served 6 years as the CEO of Trust Tair6whiti, a
regional community trust in New Zealand with over $900 million in assets and investments, held
in Trust for the benefit of their community.
He also oversaw Geothermal Generation, Business Development, and Operations for Eastland
Generation, where he managed the identification and development of more than 150 MW of
geothermal power plants in New Zealand, among other major energy strategy, infrastructure
and investment efforts in his various roles with Eastland where he was instrumental in
incorporating the Native to Native Model into all of their developments with Maori land owners
Gavin collaborated with Waika and IDG during the planning, consultation and development
phases of two New Zealand geothermal projects (Te AN O Maui and Taheke 8C) and then led
the bid team from a technical and commercial perspective for the HELCO 25 MW geothermal
RFP process in 2011-2016, including spending several months in Hawaii developing the final
project scope and bid. He currently serves as an advisor for Waika's efforts to develop
geothermal resources in Hawaii.
He holds a bachelor's degree in civil engineering from the University of Auckland.
