SUBJECT:
Proposed Amendment to Bill No. 59; An Ordinance Amending Chapter 24,
Article 9, of the Hawaii County Code 1983 (2016 Edition,
as Amended),
Relating to Pedestrians.
Transmitted herewith is a proposed amendment to Bill No. 59. The proposed amendment is
shown below in Ramseyer format with respect to the contents of Bill No. 5.9; material to be
deleted is bracketed and stricken, and material to be added is underscored.
SECTION 1 of Bill No. 59, which amends chapter 24, article 9, section 24-249, of the Hawaii
County Code 1983 (2016 Edition, as amended), is amended by amending subsection (a) as
hereinbelow provided:
"(a) No person may enter or remain [] within fifteen feet of a roadway for the
purpose of.
(1) Receiving or soliciting a ride, employment, business, or any other good or
service from the occupant of any vehicle, unless the vehicle is legally parked;
or
(2) Delivering or offering any employment, business, or other good or service to
the occupant of any vehicle, unless the vehicle is legally parked.
For the purposes of this subsection:
"Good or service" does not include aid, assistance, or help provided or
rendered in an emergency or traffic accident."
Due to the limited scope of this proposed amendment, a copy of the new draft of this bill that
would result if this were adopted is not attached.
