SUBJECT: Proposed Amendment to Bill No. 64; An Ordinance to Initiate an Amendment
to Article VI, Chapter 2, Section 6-2.2, of the Charter of the County of
Hawaii (2024 Edition), Relating to the Director of Public Works.
Transmitted herewith is a proposed amendment to Bill No. 64. The proposed amendment is
shown below in Ramseyer format with respect to the contents of Bill No. 64; material to be
deleted is bracketed and stricken, and material to be added is underscored. Due to the limited
scope of these proposed amendments, a copy of the new draft of this bill that would result if they
were adopted is not attached.
SECTION I of Bill No. 64, which amends article VI, chapter 2, section 6-2.2, of the Charter of
the County of Hawaii (2024 Edition), is amended to read as follows:
"Section 6-2.2. Director.
The director of public works shall be appointed by the mayor, confirmed by the
council and may be removed by the mayor. The director shall have had a minimum of
five years of experience in an administrative or managerial capacity, two years of which
shall have been in public works, construction or a related field. [The dire ter shall also
disei line or ^ degree i,,'aw.] The director shall also have at least one of the following:
(aa) A professional engineering license.
(b) A degree in engineering from an accredited engineering school.
(c) A degree in architecture from an accredited architectural school.
(d) A master's degree in public administration or a related discipline.
(e) A license to practice law in good standing before the Supreme Court of the
State of Hawai`i."
