SUBJECT: Proposed Amendment to Bill No. 64; An Ordinance to Initiate an
Amendment to Article VI, Chapter 2, Section 6-2.2, of the Charter of the
County of Hawaii (2024 Edition), Relating to the Director of Public
Works.
Transmitted herewith is a proposed amendment to Bill No. 64. The proposed amendment is
shown below in Ramseyer format with respect to the contents of Bill No. 64; material to be
added is underscored.
SECTION 1 of Bill No. 64, which amends article VI, chapter 2, section 6-2.2, of the Charter of
the County of Hawaii (2024 Edition), is amended to read as follows:
"Section 6-2.2. Director.
The director of public works shall be appointed by the mayor, confirmed by the
council and may be removed by the mayor. The director shall have had a minimum of
five years of experience in an administrative or managerial capacity, two years of which
shall have been in public works, construction or a related field. The director shall also
have a bachelor's degree in engineering, architecture, public administration or a related
discipline or a degree in law.
If the director does not hold a professional engineering license, the director shall
delegate all decisions on engineering matters to a designated employee within the
department who holds a professional engineering license."
Due to the limited scope of these proposed amendments, a copy of the new draft of this bill that
would result if they were adopted is not attached.
