Subject: Testimony in Opposition to proposed Bill 060 an ordinance amending Chapter 25, Article
1, Article 2, Article 4, Article 5, and Article 7 of the Hawai'i County Code 1983 (2016 edition, as
amended), relating to zoning district regulations for meeting facilities, churches, temples,
synagogues, and community buildings.
I oppose the proposed Bill 060 that would prohibit churches from gathering before 8:00 AM and
after 9:00 PM as follows:
1. I am a leader and often teach classes to members, including the youth and Young Single
Adults, for The Church of Jesus Christ of Latter-day Saints. Some of these classes are held
daily for scripture study called Seminary between the hours of 5:30 AM and 7:30 AM,
Monday through Friday. These classes provide a solid foundation before heading to high
school. It has been a great blessing to our family to have our children attend the
seminary when they were there. The fact that any teenager is willing to get up early before
school to attend early morning seminary is commendable.
2. As a Young Single, young men and women between the ages of 18 to 33, ecclesiastical
leader, many of our community service activities began before 8 am. And other activities,
such as the Institute, a scripture -based educational class, and dances, end after 9 pm.
3. This Bill will affect the Church's sports programs that occur during the week. These
programs involve youth and adults of all ages.
4. The proposed Bill 060 will affect my desire to attend religious worship services at the Kona
Hawaii Temple, which begins at 5:30 am till after 9:00 pm. There are multiple sessions
during the day, which I have the choice to attend. My preference is early morning.
For these reasons, I humbly request that you VOTE NO to Hawai'i County Bill 060.
