Aloha Chair Galimba and Council members -
I oppose Bill 64. I am very familiar with the field of engineering. My step -father
Hugh Carter had three engineering offices in California. Back in the 1970s,
his engineering firm received the contract to rewrite the building code in
California to included passive solar design and energy efficient practices. He
was voted Mr. Solar energy by the association of engineers. His office received
the contract to design the desalination plant that ceans the agricultural salts
out of the Colorado river before it passes into mexico. Later, in semi retirement,
my Dad became a legal consultant who helped design settlements when
building dsigns went wrong.
The Director of Public works is not just a manager. I can't imagine how anon
licensed engineer who has never practiced professionally would be able to do
more than merely approve a decision already made by others. They would not
be able to encourage new emerging technologies from a learned position, or
potentially mediate settlements to violations of the building, erosion and
sediment, and flood control codes.
The practice of appointing nonengineer administrators to positions to perform
functions that involve the practice of engineering is foothearty, it increases the
county's risk of litigation, and it potentially violates hawaii state licensing laws,
to protect the public.
There is a critical need to have a licensed engineer in responsible charge of
decisions that directly affect the health, safety, and welfare of county citizens.
