RESOLUTION NO. �39 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE LIONS CLUB OF
KONA COMMUNITY FOUNDATION, INC., TO ASSIST WITH EXPENSES FOR THE
39TH ANNUAL HAWAI`I KUPUNA HULA FESTIVAL.
WHEREAS, the Lions Club of Kona Community Foundation, Inc., (LCKCFI) is a
501(c)(3) nonprofit organization whose mission is to develop and provide community service
projects and activities that meet the needs of the community; and
WHEREAS, the Department of Parks and Recreation, Elderly Activities Division, is
coordinating with LCKCFI to host the 39th Annual Hawaii Kupuna Hula Festival, which honors
and perpetuates the art of hula through our treasured kupuna; and
WHEREAS, hundreds of hula dancers will be participating in the 39th Annual Hawaii
Kupuna Hula Festival, which will be held on September 10-11, 2025, at the Outrigger Kona
Resort and Spa; and
WHEREAS, LCKCFI is requesting funds to cover lighting equipment rental expenses
for the 39th Annual Hawaii Kupuna Hula Festival, which will serve a public purpose by
benefiting, improving, or promoting the interests of culture and the arts; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 9 are hereby transferred to the
Department of Parks and Recreation to provide a grant to the Lions Club of Kona Community
Foundation, Inc., for the expenses and purposes identified in "Exhibit A," a copy of which is
attached hereto and incorporated herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit-a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.

The Annual Kupuna Hula Festival is a culturally significant event that brings together kOpuna (elders) from across Hawarl Island and beyond to showcase their hula
artistry. This multi -day festival celebrates and perpetuates Hawaiian traditions, language, and values, as expressed through hula dance. Beyond performance, the
festival fosters the well-being of kupuna by providing a supportive space for social connection, physical activity, and cultural expression. It also serves as an educational
platform for the community and' visitors, strengthening intergenerational ties and deepening appreciation for Hawaiian heritage. The festival includes live music by local
musicians, hula competitions judged by cultural experts, traditional ceremonies, and community engagement activities. Funding will support technical production to
ensure a safe, accessible, and professionally produced event that honors kupuna and enriches Hawari's cultural landscape.

The specific objectives and purposes of this corporation shall be to solicit, collect and otherwise raise money for charitable purposes, to expand, contribute, disburse and
otherwise handle and dispose of same for such purposes relating to the aims and goals of the Lions Club of Kona Community Foundation, Inc. and the International
Association of Lions Clubs.

The Lions Club of Kona Community Foundation serves to collect, hold, and disburse funds for the Kupuna Hula Festival.

Public Purpose of Requested Funds
Per §2-138 of the Hawarl County Code 1983 (2016 Edition, as amended), the County may grant an award only if the proposed program or service provides direct public
benefits and fulfills a public purpose within the County.

*47. In 2,000 characters or less, describe the measurable outcomes you aim to achieve with these funds.
Measurable outcomes Include hosting at least 250 kupuna hula practitioners representing multiple districts of Hawarl Island and beyond; attracting a live audience of
several hundred attendees per day; providing high -quality cultural programming, including judged performances, workshops, and community activities; and creating
video and photographic documentation to preserve and share the event broadly. The festival will strengthen kupuna well-being through increased social engagement and
cultural participation. AdditionallIy, the event will foster community pride, promote Hawaiian cultural knowledge, and support local artists and businesses. These
outcomes ensure the festival's role as a vital cultural event that uplifts Hawarrs kupuna and perpetuates the living tradition of hula.
