COUNTY OF HAWAI`I <br />RESOLUTION NO. <br />STATE OF HAWAI`I <br />A RESOLUTION TO AMEND SECTION 3(B) AND SECTION 7.01(A) OF ORDINANCE <br />NO.25-39, THE SALARY ORDINANCE OF 2025, TO ESTABLISH AN OPERATIONS <br />MANAGER POSITION WITHIN THE LEGISLATIVE RESEARCH BRANCH. <br />WHEREAS, Section 3-13 of the Charter of the County of Hawaii provides, in part, that <br />"all persons employed by the county or any of its boards or commissions, whether as officers or <br />otherwise, except those whose pay is otherwise provided for shall be paid in accordance with a <br />pay plan enacted by ordinance"; and <br />WHEREAS, this pay plan is adopted as an ordinance on an annual basis, and known as <br />the Salary Ordinance; and <br />WHEREAS, Ordinance No. 25-39, which took effect on July 1, 2025, established the <br />Salary Ordinance for the 2025-2026 Fiscal Year; and <br />WHEREAS, Section 3-13 of the Charter of the County of Hawaii provides for interim <br />amendments to the Salary Ordinance to be made by resolution; and <br />WHEREAS, the Council finds that establishing an Operations Manager position within <br />the Legislative Research Branch is necessary to ensure consistent, stable, and proximate <br />oversight of the critical functions performed therein; and <br />WHEREAS, an existing Legislative Specialist position (LE-1) will be converted to the <br />Operations Manager position (OM); and <br />WHEREAS, the Operations Manager will be responsible for: <br />1) Ensuring the essential duties of the Legislative Research Branch, as prescribed in <br />Rule No. 29 of the Rules of Procedure and Organization of the Council of the <br />County of Hawaii, are effectively and responsibly executed; <br />2) Managing intermittent long-term projects, including republication of the Hawaii <br />County Code, maintenance of a County Drafting Manual and associated reference <br />materials, and providing support services for the Hawaii County Charter <br />Commission and the adoption of the General Plan; <br />3) Assisting the County Clerk and Deputy County Clerk with recruitment and <br />appointment of personnel in the Legislative Research Branch; <br />4) Training and professional development of personnel appointed to the Legislative <br />Research Branch; and <br />
