A RESOLUTION TO AMEND SECTION 3(B) AND SECTION 7.01(A) OF ORDINANCE NO. 25-39, THE SALARY ORDINANCE OF 2025, TO ESTABLISH AN OPERATIONS MANAGER POSITION WITHIN THE LEGISLATIVE RESEARCH
BRANCH.
WHEREAS, Section 3-13 of the Charter of the County of Hawaiʻi provides, in part, that “all persons employed by the county or any of its boards or commissions, whether as officers or
otherwise, except those whose pay is otherwise provided for shall be paid in accordance with a pay plan enacted by ordinance”; and
WHEREAS, this pay plan is adopted as an ordinance on an annual basis, and known as the Salary Ordinance; and
WHEREAS, Ordinance No. 25-39, which took effect on July 1, 2025, established the Salary Ordinance for the 2025-2026 Fiscal Year; and
WHEREAS, Section 3-13 of the Charter of the County of Hawaiʻi provides for interim amendments to the Salary Ordinance to be made by resolution; and
WHEREAS, the Council finds that establishing an Operations Manager position within the Legislative Research Branch is necessary to ensure consistent, stable, and proximate oversight
of the critical functions performed therein; and
WHEREAS, an existing Legislative Specialist position (LE-1) will be converted to the Operations Manager position (OM); and
WHEREAS, the Operations Manager will be responsible for:
Ensuring the essential duties of the Legislative Research Branch, as prescribed in Rule No. 29 of the Rules of Procedure and Organization of the Council of the County of Hawaiʻi, are
effectively and responsibly executed;
Managing intermittent long-term projects, including republication of the Hawaiʻi County Code, maintenance of a County Drafting Manual and associated reference materials, and providing
support services for the Hawaiʻi County Charter Commission and the adoption of the General Plan;
Assisting the County Clerk and Deputy County Clerk with recruitment and appointment of personnel in the Legislative Research Branch;
Training and professional development of personnel appointed to the Legislative Research Branch; and
Development and execution of strategic plans to responsibly expand and refine Legislative Research Branch services and products; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Section 3(b) of Ordinance No. 25-39 is amended by adding “Operations Manager,” after “Legislative Specialist,” and by adding
a pay grade to be appropriately inserted and read as follows:

BE IT FURTHER RESOLVED that Ordinance No. 25-39 is amended by amending Section 7.01(a) to read as follows:
