PC-39 Page 3 September 12, 1990 Comm. 1951: DELEGATION OF HAWAII REDEVELOPMENT AGENCY'S (Res. 233) RESPONSIBILITIES From Planning Committee Chairmen Takashi Domingo, dated August 31, 1990, submitting, pursuant to the Planning Committee's meeting of August 8, 1990, a resolution delegating the Hawaii Redevelopment Agency's responsibilities to the Planning Department (PD). States, the resolution does not delegate PD as the agency taking on all of the responsibilities of the deactivated agengy. States, other departments, commissions and agencies may be involved; as such, the resolution directs Administration to assess what processes need to be continued and then assign the process to the appropriate department, commission or agency. Comm. 1954: From Mayor Larry S. Tanimoto, dated August 31, 1990, responding to the Planning Committee's inquiry regarding projects which may have been initiated, but not completed, by the terminated Hawaii Redevelopment Agency (HRA). Informs the project to restore the Palace Theater was not a task within HRA's area of responsibility and that for accounting purposes, the Department of Parks and Recreation has been acting as expending agency for State appropriations related to the project. Further, as released, the State has assigned these funds directly to the Hilo Main Street Program/Downtown Improvement Association. Comm. 1955: TIME EXTENSION REQUEST TO COMPLY WITH CONDITION B OF CHANGE OF ZONE ORDINANCE NO. 89-145 APPLICANT: MICHAEL SETO RS-15 TO RS-10, WAIAKEA, SOUTH HILO TMK: 2-4-09: 23 (R 645) Copy of letter to Michael Seto, from Planning Director Duane Kanuha, dated September 4, 1990, regarding his request for time extension in which to comply with Condition B of Change of Zone Ordinance No. 89-145. Informs of their concerns regarding his request and requests that he address the concerns in a revised time extension request to be submitted to their office, which should also mention the status of the proposed development and his compliance with the conditions of approval. Fujimoto dated March 8, 1990, transmitting a bill amending Section 25-115 (Papaikou-Onomea Zone Map), Article 3, Chapter 25 (Zoning Code) of the Hawaii County Code, by changing the district classification of 7.18 acres of land from Agricultural (A-20a) to Agricultural (A-3a) at Paukaa, South Hilo. Informs the Commission concurs with the Planning Director's denial recommendation for reasons, as listed.
