REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: July 8, 2025 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 9:00 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 371/Res. No. 233-25 <br />Your Committee on Governmental Operations and External Affairs, to which was referred Resolution <br />No. 233-25, reports as follows: <br />Resolution No. 233-25, transmitted by Director of Finance Diane Nakagawa via Communication No. 371, <br />dated June 19, 2025, authorizes the Mayor of the County of Hawaii to enter into an intergovernmental <br />agreement with the University. of Hawaii at Hilo to support their continued cooperation with the Hawaii <br />Police Department for the further professional development of County of Hawaii Police Department Officers. <br />Resolution No. 233-25 authorizes the University of Hawaii and the Hawaii Police Department to enter into <br />an updated Memorandum of Understanding for police officers to enroll in the Bachelor of Arts in <br />Administration of Justice Program. <br />Major Jeremie Evangelista from the Hawaii Police Department was present in the Hilo Chambers to discuss <br />Resolution No. 233-25. Major Evangelista said that his Department seeks to partner with the University of <br />Hawaii at Hilo to provide continuing education opportunities for their personnel. Through this program <br />participants can earn their Bachelor's Degree in Administration of Justice, while fitting in their learning with <br />their work schedules. <br />Committee Chair Jenn Kagiwada inquired how payments are handled. Major Evangelista explained that it is <br />not a free program, but that the University of Hawaii at Hilo prepares invoices for the students.
