Your Committee on Governmental Operations and External Affairs, to which was referred Resolution
No. 233-25, reports as follows:
Resolution No. 233-25, transmitted by Director of Finance Diane Nakagawa via Communication No. 371,
dated June 19, 2025, authorizes the Mayor of the County of Hawaii to enter into an intergovernmental
agreement with the University. of Hawaii at Hilo to support their continued cooperation with the Hawaii
Police Department for the further professional development of County of Hawaii Police Department Officers.
Resolution No. 233-25 authorizes the University of Hawaii and the Hawaii Police Department to enter into
an updated Memorandum of Understanding for police officers to enroll in the Bachelor of Arts in
Administration of Justice Program.
Major Jeremie Evangelista from the Hawaii Police Department was present in the Hilo Chambers to discuss
Resolution No. 233-25. Major Evangelista said that his Department seeks to partner with the University of
Hawaii at Hilo to provide continuing education opportunities for their personnel. Through this program
participants can earn their Bachelor's Degree in Administration of Justice, while fitting in their learning with
their work schedules.
Committee Chair Jenn Kagiwada inquired how payments are handled. Major Evangelista explained that it is
not a free program, but that the University of Hawaii at Hilo prepares invoices for the students. He added that
within the County there is a tuition reimbursement program that employees can utilize.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose and intent of
Resolution No. 233-25, and recommends its adoption.
