A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FEED HAWAII
DBA KOHALA FOOD HUB FOR EXPENSES RELATING TO THE NORTH KOHALA
FARM TO FAMILY PROJECT.
WHEREAS, the Feed Hawaii DBA Kohala Food Hub is a 501(c)(3) nonprofit
organization whose mission is to grow a sustainable regional food system by providing essential
services and resources for local food producers and increasing community access to fresh,
healthy food; and
WHEREAS, the North Kohala Farm to Family Project is a targeted food access initiative
designed to address persistent food insecurity and diet -related chronic health conditions among
low-income residents in the rural North Kohala community; and
WHEREAS, the project will serve approximately 200 individuals from 50 qualifying
households, who will receive free, locally grown produce bags on a bi-weekly basis over a four -
month period; and
WHEREAS, the project will improve access to fresh, nutritious food while strengthening
the local agricultural economy by supporting area farmers and building resilience within the
regional food system; and
WHEREAS, past Farm to Family projects have demonstrated positive health and
quality -of -life outcomes from regular access to fresh produce; and
WHEREAS, Feed Hawaii DBA Kohala Food Hub is requesting funds for the purchase
of local produce, packaging materials, fuel costs, staffing, and facility use, which will serve a
public purpose by benefiting, improving, or promoting the interests of the needs of the poor,
youth, the aged, those with physical or emotional disabilities, as well as public health and
welfare of the people and the environment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 9 are hereby transferred to the
Department of Research and Development to provide a grant to Feed Hawaii DBA Kohala Food
Hub for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto
and incorporated herein by reference, in the following amount as set forth below:

terms of this resolution.

The North Kohala Farm to Family Project is a targeted food access initiative designed to address persistent food Insecurity and diet -related chronic health conditions
among low-income residents in our rural North Kohala community. Through this program, approximately 200 individuals from 50 qualifying households —those living at or
below the poverty line and/or managing chronic health issues —will receive free, locally grown produce bags at a value of $27.50 each on a bi-weekly basis. This 4-
month program, proposed for September through December 2025, not only improves access to fresh, nutritious food but also strengthens our local agricultural economy
by supporting area farmers and building resilience within our regional food system. Participant testimonials from our successful Veggie Rx and previous Farm to Family
programs underscore the positive health and quality -of -life impacts of regular access to fresh produce. With continued support, the Farm to Family Project will fill a
critical gap for vulnerable families and Individuals in North Kohala, creating a healthier, more food -secure future for all.

Feed Hawaii DBA Kohala Food Hub, a 501(c)(3) nonprofit, is the lead organizer of the North Kohala Farm to Family Project, building on our successful coordination of the
2025'Umeke'Ai Pono program, 2024 Farm to Family program, and 2022-2024 Veggie Rx program. We will source produce from over 15 local fanners and growers,
manage purchasing, packing, and weekly distribution, and serve as a central pick-up site. Our beam will also handle participant outreach, enrollment, communications,
order tracking, farmer payments and budget management. Our proven experience over multiple years managing similar programs demonstrates our strong capacity to
deliver the 2025 Farm to Family Project effectively.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the proposed program or service provides direct public
benefits and fulfills a public purpose within the County.

The North Kohala Farm to Family Project will deliver measurable outcomes that directly address food insecurity, improve community health, and support the local
agricultural economy. Over the 4-month program period (September -December 2025), we aim to achieve the following: Food Access: Distribute 400 produce bags
(valued at $27.50 each) to approximately 200 individuals from 50 qualifying households, providing consistent access to fresh, nutrient -rich fruits and vegetables. Health
Improvement: At least 75% of participants will report increased fruit and vegetable consumption and a greater awareness of healthy eating habits, as measured by pre -
and post -program surveys. Community Impact: Reduce food insecurity for all participating households, with 80% reporting improved healthy local produce availability.
Economic Support: Direct $7,600 in produce purchases to local farmers and backyard growers, reinforcing our regional food system and generating income for small-
scale producers. Program Efficiency: Maintain a high level of satisfaction with program delivery, with 90% of participants rating communications, produce quality, and
pickup logistics as "good" or "excellent." Data collection will Include enrollment tracking, produce bag distribution logs, expenditure records, and participant feedback
through surveys and testimonials. These outcomes will guide program improvement and demonstrate the ongoing need for sustained support.
