RESOLUTION NO. 248 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE NORTH
KOHALA COMMUNITY RESOURCE CENTER FOR EXPENSES RELATING TO THE
KOHALA CARES PROJECT.
WHEREAS, the North Kohala Community Resource Center is a 501(c)(3) nonprofit
organization whose mission is to increase the number of successful community projects that
benefit North Kohala through education, training, and bridges to funding, and has currently
supported over 75 community projects; and
WHEREAS, Kohala Cares is a project of the North Kohala Community Resource Center
designed to provide the most vulnerable households in North Kohala with food and care support
through the purchase and distribution of groceries; and
WHEREAS, the project aims to distribute a minimum of 150 grocery bags weekly to
food -insecure individuals in North Kohala while also hosting a monthly community meal at St.
Augustine's Church; and
WHEREAS, North Kohala Community Resource Center is requesting funds for the
purchase of food and groceries, as well as administrative services, which will serve a public
purpose by benefiting, improving, or promoting the interests and needs of the poor, youth, the
aged, and those with physical or emotional disabilities; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 9 are hereby transferred to the
Department of Research and Development to provide a grant to the North Kohala Community
Resource Center for the expenses and purposes identified in "Exhibit A," a copy of which is
attached hereto and incorporated herein by reference, in the following amount as set forth below:

terms of this resolution.

Kohala Cares has been operating weekly since March 2020, with a mission to support families in North Kohala facing food insecurity. It was launched during the COVID
pandemic, when many struggled to feed their families due to job loss or reduced hours. As the crisis eased, we realized that the need existed before the pandemic and
would persist afterward. It became evident that vulnerable groups like seniors, children, and single -parent households were especially In need. To avoid causing
embarrassment or pride Issues, we opted not to require registration, aside from tracking the number of people served. This approach reflects the principles of Peter
Pomeranze, a longtime resident of 34 years and owner of the now -closed Sushi Rock restaurant. Many residents in Kohala face an uncertain future amid the current
economic challenges, both locally and elsewhere. Food costs and other expenses have skyrocketed, making it difficult for even two -income families to keep up. The need
for community -based support is urgent. Kohala Cares aims to embody true aloha spirit through its mission, actions, and attitude. We hope to lead by example,
demonstrating the Importance and benefits of community service. We especially encourage young people to volunteer and experience the joy that comes from positively
contributing to this beautiful community. Every Wednesday, Kohala Cares distributes about 150 grocery bags in the St Augustine's Parking Lot

The North Kohala Community Center (NKCRC), a nonprofit with 23 years of experience, serves as a fiscal sponsor for numerous charitable projects In North Kohala. It
enables community members to respond to urgent local needs. Kohala Cares is a great example of such an organization.

Public Purpose of Requested Funds
Per §2-138 of the HawaPi County Code 1983 (2016 Edition, as amended), the County may grant an award only if the proposed program or service provides direct public
benefits and fulfills a public purpose within the County.

Kohala Cares aims to distribute a minimum of 150 grocery bags weekly to food -insecure individuals in North Kohala, solely driven by charity and a no questions asked
policy (registration not required). The ongoing need will be evidenced by the number of community members we have to turn away each week. Additionally, we plan to
offer a free community meal at St. Augusdne's church once a month, providing a warm, healthy, home -cooked meal to anyone in the community who may need it.
