Some of the concerns are as follows There are almost 200 businesses in the Kona Business Park (Old Industrial Area) whose only access road is Kaiwi Street. There are only three ingreWegress roads from this area - one that heads up to Oucen Ka'ahumanu Highway with only right -lane turns allowed (southbound), another which heads north on Luhia Street ending at Makala Boulevard which allows access to north -bound Queen Ka' ahumanu Highway and ��)Llth bound to the Old Airport Park, and the third is Kuakini Highway which allows access into Kailua Village to the xxrth and the Old Airport Park, Kekuaokalani Gym and the Kona Community Aquatic Center to the north (se(2 attached maps, please note that business directory is designed as a promotional tool to get advertisers for a local publication - it points out only a small number of the total businesses- it also does not show the Luhia/Makala int-rsection.) During the peak hours of the travel, traffic backs up on Kaiwi Street beyond Pawai place with motorists waiting to turn left (south) to the Village, but this is only part of the problem. Once at the intersection oncoming traffic (headed east) is minimal; however north and south bound traffic is somewhat heavy and motorists wait for a safe time to ingress onto Kuakini Highway. This ingress is made somewhat difficult because (as shown below) there is a right hand turn lane. Motorists traveling north sometimes waiver between the two lanes mrokirncs changing at the last - this gives the wrong clue to the motorist waiting on Kaiwi and ®-- there have been crashes because of this. Other crashes have ---------------------- occurred because through traffic is blocked by those turning righ4 10 Please note that this intersection is potentially unsafe due to the amount of traffic and driver error. These are not engineering problems, but could be remedied with an engineering solution. The 4 -way designation of this intersection is widely promoted and supported by the businesses and individuals. To insure that this was a popular idea we talked with area businesses and circulated a petition securing 344 signatures supporting the designation. we can make these available to you, and collect more if needed to gain your support Ann C.
