Funding for this grant is to conduct seatbelt enforcement roadblocks and to purchase child restraint seats. Also enclosed is a resolution authorizing the Mayor to enter into an agreement with the State Department of Transportation. Title SCHEDULE A HCPD OCCUPANT PROTECTION PROGRAM 157(b)OP2K-05(03-H-01) MISSION/GOAL: To reduce fatalities and injuries to all occupants of motor vehicle collisions. The objective is to raise the seat belt use rate by 5.9% from 80.3% in calendar year 1999 to 85% by calendar year 2001. STRATEGIES: ¦ Attend TOPS national training; State Seat Belt Training; and State CPS Technician Training. ¦ Acquire 100 child restraint seats to be used in part with the KIPC program. ¦ Implement a strong occupant protection enforcement program by: 1) using 625 hours of overtime for enforcement. 2) issue 1,875 seat belt and child restraint citations. 3) issue 625 other citations. ¦ Provide necessary data to consultants for quarterly and annual report by appropriate due dates. SOLUTION/IMPLEMENTATION: ¦ HCPD to sent officer for the three training activities listed above. ¦ HCPD to purchase 100 car seats. ¦ HCPD to generate 625 overtime hours for occupant protection enforcement. EVALUATION: ¦ The key indicator of the success of the grant activities will be to show an increase of the seat belt use rate from 80.3% in 1999 to 85% in 2001. ¦ Task to be completed are as follows: 1) attend TOPS, State seat belt and CPS training activities. 2) acquire 100 car seats. 3) issue 1,875 occupant protection citations. 4) issue 625 other citations. 5) provide data to consultants for quarterly and annual reports.
