Dear Communications, Reports, and Council Oversight Committee Members:
The agenda for your July 8, 2025 meeting includes a presentation by Zuri K. Aki who is
representing Waika Consulting and Innovations Development Group (IDG) with regards to
Geothermal Energy Development in Hawaii.
It is unclear from the agenda if Mr. Aki's presentation is to solicit the Hawaii County Council's
support and to introduce legislation.
I would highly suggest that the Communications, Reports, and Council Committee allow for an
in-depth review and testimony about the past ethical complains filed against Waika Consulting
and IDG and the sordid history of their dealing in New Zealand prior to any action on supporting
or not supporting these organizations and geothermal development on Hawaii Island.
The concept of "native to native protocol" might sound ideal but when one explores the history
of the dealings of IDG/Waika/Honua LLCs, and in particular convicted felon Roberta Cabral's
role in these organizations (see 2002 Unity House Fraud case), a different story can be gleaned in
Maori Land Court proceedings. In these proceedings, that can be accessed online, you will note
that the Maori trustees asserted that they were "scammed" by IDG.
Mahalo for your attention to my concerns on what could be a future embarrassment for the
Hawaii County Council if these organizations and their nefarious projects are supported.
