Re: Testimony In opposition to Bill 65
Aloha, Chair Kagiwada, Vice Chair Kan eali'i-Kleinfelder and County Council Members:
I am submitting testimony in opposition to Bill 65 which will create a Public Works
Commission to hire and fire the Public Works Director and other oversight responsibilities
related to the Dept of Public Works.
We do not need another layer of authority over the Department of Public Works or any of
our County Departments for that matter. Having a commission to carry out managerial
duties is not a good idea. This often encourages the organization to ignore their
responsibilities and results in negatively affecting productivity and morale. Previous bills
of this nature in the past have failed due to public opposition and failure to improve
conditions. This type of Commission will most likely slow things down at Public Works
rather than making improvements.
