Ry Aloha Committee Chair Kagiwada and Council Members, My name is Steven Ikaika Rodenhurst, professional engineer, Secretary for the Hawaii State Chapter of the National Society of Professional Engineers and former Director of Public Works for the County of Hawaii. I am providing this testimony in support of Bill 65. I support the idea of this bill, but would like to see amendments. I believe the commission would be better suited to focus on the hiring, review, and possible firing of the director of public works. I also believe it would be best to extend the term of the director to 10 years. Our large infrastructure projects can take beyond four years from design to completion and having steady leadership to see these through would be a benefit to the County. The frequent turnover in leadership over the last decade has not helped DPW nor our County. I support the idea of Bill 65 and would like to see amendments to improve it.
