A major concern with the GP is how it models Agenda 21, which is a non -binding action plan of the United Nations
(UN) regarding sustainable development. Agenda 21 is an action agenda for the UN, other multilateral
organizations, and individual governments around the world that can be executed at local, national, and global
levels. It was created by non -elected officials as a soft global governance not consistent with constitutional rights.
For example, the exact same goals are stated for Sustainability Principles and Practices on both page 32 of the
2045 GP and on page 5 of Understandinq Sustainable Development - Agenda 21.
The 2045 Hawai'i GP is not simply a guide, it is the foundation and authority for the future of Hawai'i Island and its
generations to come. Page 33 - Section 1.5 states: "The General Plan also provides the legal basis for all the other
elements of the County's planning structure. As such, the plan is the highest order, or umbrella" plan. It establishes
the boundaries within which the County must operate."
The people of Hawai'i County have deep concern about the implementation of the GP and expressed these
concerns over the course of 8 months of opposing testimony for the Leeward and Windward Planning Commission.
The Commissioners have largely ignored very relevant and concerning testimonies outlining the erosion of
constitutional rights and government overreach.
Several States and local governments have passed motions and legislation opposing Agenda 21. Tennessee
enacted legislation in 2023 to block the implementation of Agenda 21 and other programs "o.riginating in, or
traceable to, the United Nations or a subsidiary entity of the United Nations to protect property rights and prevent
perceived infringement by globalist schemes. Senate Bill 1147 (SB 1147) was signed into law on May 17, 2023, by
Governor Bill Lee. The bill passed with significant support, marking Tennessee's strong stance against what some
lawmakers described as anti-American and totalitarian globalist agendas.
SB 1147not only targeted Agenda 21 but also blocked other United Nations sustainability programs, including
Agenda 2030 and its Sustainable Development Goals (SDGs). Proponents of the bill argued that these programs
posed a threat to state sovereignty and individual freedoms, particularly through policies related to environmental
regulation and land use. This is now a direct threat to Hawaii County due to the language of the 2045 GP.
On March 7, 2025 the United States reiected the UN Sustainable Development Goals and was described by Edward
Heartney, Minister Counselor to ECOSOC at the US Mission to the United Nations "a program of soft global
governance inconsistent with US sovereignty and adverse to the rights and interests of Americans."
Another troubling fact is the 2045 GP is based on an unproven climate change narrative. Officials could face
penalties if they knowingly submit false claims under The False Claims Act, found in 31 U.S. Code § 3730. For
example, the IPCC (page 56 2045 GP) is a UN appointed foreign intergovernmental panel on climate change touting
that humans have unequivocally caused global warming. The findings of the IPCC panel have been disputed by
thousands of scientists/studies worldwide. Therefore, implementation of the 2045 GP (which has been heavily
influenced by foreign non -government entities) could be considered a treasonous act.
For the reasons above and numerous other issues stated in previous testimonies, the 2045 GP must not be
enacted. It is not a representation of the people of Hawai'i county or in line with the United States Constitution. I
