Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 393, reports as follows:
Communication No. 393, transmitted by Mayor C. Kimo Alameda, dated July 3, 2025, requests the
Council's review and confirmation of the nomination of Owana K. Wilcox to the South Kohala
Community Development Plan Action Committee.
Executive Assistant to the Mayor Micah Alameda was present in the Kona Chambers to introduce
Ms. Wilcox, who was also present via remote technology, to the Committee.
Committee Member James Hustace asked Ms. Wilcox to elaborate on her ideas regarding moving
things along for their community. Ms. Wilcox mentioned that after reading the Community
Development Plan she sees community concerns regarding both road and water plans. She said that
there have been proposed plans in place for decades and she wants to see that those plans get
implemented. She stated that she is action and task oriented.
Committee Chair Jenn Kagiwada asked Mr. Alameda how they are addressing balance on these
Committees regarding the professional background of nominees. Chair Kagiwada mentioned that both
of the nominees for this Committee work for resorts. Mr. Alameda replied that the nominees applied
through the online system. He stated that there are a number of holdover commissioners, and he is
working to replace those and fill vacancies. He said that while balance is something he would like to
prioritize that is not always possible due to the amount of volunteers he is coordinating.
Pursuant to Chapter 16, Article 3, Section 16-5(a) of the Hawaii County Code, members of the South
Kohala Community Development Plan Action Committee shall be appointed by the Mayor and
confirmed by the Council.

Your Committee on Governmental Operations and External Affairs is in accord with the purpose and
intent of Communication No. 393, and recommends confirmation of the appointment of Owana K.
Wilcox to the South Kohala Community Development Plan Action Committee.
