REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: July 22, 2025 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 10:35 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 379/Res. No. 235-25 <br />Your Committee on Governmental Operations and External Affairs, to which was referred Resolution <br />No. 235-25, reports as follows: <br />Resolution No. 235-25, transmitted by Council Member Jenn Kagiwada via Communication No. 379, dated <br />July 1, 2025, acknowledges the eightieth anniversaries of the bombings of Hiroshima and Nagasaki and <br />reaffirms a commitment to peace. <br />Committee Member Jenn Kagiwada said that she is introducing this resolution as it is extremely important to <br />acknowledge this somber anniversary. She mentioned that as members heard earlier from the Sister Cities <br />Coordinator Malia Louis, that the impact of these bombings are part of the history that created this program to <br />create these commitments that foster peace and reconciliation through cultural exchange. <br />Member Kagiwada added that she had allocated funding for a permanent Peace Pole in her district to recognize <br />this anniversary and to set our commitment in stone to work to make sure atrocities at this magnitude do not <br />happen again. <br />Committee Members Rebecca Villegas and Michelle Galimba spoke in favor of this resolution. <br />Member Kagiwada introduced an amendment contained in Communication No. 379.1 to correct name and title <br />errors and add one additional in the final "be it resolved" clause.
