Your Committee on Finance, to which was referred Resolution No. 240-25, reports as follows:
Resolution No. 240-25, transmitted by Finance Director Diane Nakagawa via Communication
No. 384, dated July 3, 2025, authorizes the payment of funds of a later fiscal year and of more than
one fiscal year for a multi -year agreement for body camera equipment, maintenance and storage.
This resolution authorizes the Mayor to enter into a five-year agreement with Axon Enterprise, Inc. to
acquire 400 Axon body worn cameras, maintenance and cloud -based storage to be used by the Police
Department. These body worn cameras are to replace units that are damaged, destroyed or obsolete.
Police Accountant Hau`oli Aiona was present in chambers for questions.
Committee Member Heather Kimball stated that she did not see the value of this equipment listed on
the resolution. Ms. Aiona clarified that this was a multi -year contract, and the equipment is valued at
$2.4 million and that the department enters this contract annually and they appropriate $480,000 within
their budget to cover this cost. Ms. Kimball stated that an amendment to this resolution may be
necessary to reflect the value before final approval.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 240-25, and
recommends its adoption.
