I urge you to address the core issues contributing to the animal population concerns rather than implementing measures like Bill 51. What the county truly needs are comprehensive policies and laws that effectively control the animal population through spay/neuter programs, public education, and enforceable requirements for responsible pet ownership. Furthermore, it is crucial that we fund programs modeled after successful municipalities that have achieved zero levels of stray and unwanted animals. Simply banning support for people and animals who are victims of irresponsible humans is not a sustainable solution. Please take actions that will solve our animal population problem long-term, instead of creating temporary litigation that causes suffering and perpetuates the ongoing crisis in the County of Hawaii.
