Aloha a Councilmembers,
I strongly support Bill. 51, which prohibits feeding feral animals on County of Hawaii property. This
measure is critical to protecting our endangered native species, like the nene, from the devastating
impacts of invasive predators, particularly feral cats.
As someone who has witnessed feral cats killing native birds and leavingthem dead, I know firsthand the
destruction they cause. These cats don't just hunt —they spread deadly diseases like toxoplasmosis,
which has already killed a nene gosling in Lili`uokalani Gardens. Feeding feral cats sustains these
harmful populations, making the problem worse. TNR is not a solution —it's cruel to the cats and fails to
protect wildlife. These animals still suffer from illness, injury, and starvation while continuing to prey on
endangered species.
Our parks and public lands should be safe for native wildlife and our communities, not overrun by
invasive animals. Feeding feral cats, pigs, and chickens only encourages more destruction, from
contaminated soil to damaged habitats. Bill 51 is a necessary step to stop this cycle of harm.
I urge you to pass this bill without exemptions for permitted feeding, which -would undermine its purpose
We must prioritize Hawai`i's native species over invasive animals. Mahalo for your leadership in
protecting our fragile ecosystems.
