I am writing to express my unequivocal opposition to Bill 51,
which seeks to prohibit the feeding of!tpats
County property.

This bill fails to address the root causes of our island's animal overpopulation crisis. Instead of punishing
compassionate residents who care for abandoned animals, the County should be investing in comprehensive,
proactive solutions —including fully funded spay/neuter programs, public education, and enforceable laws
that hold irresponsible pet owners accountable.
Let's be clear: feeding bans do not solve the problem —they increase suffering. Banning feeding on County
land does not reduce the number of animals. It is cruel, shortsighted, and ineffective. Feeding bans only drive
cats to more dangerous areas in search of food, increase their risk of illness and death, and punish those who
are doing the work that the County has failed to take on.
It's time for Hawaii County to get back to the 21st century and adopt modern, proven approaches to animal
population management. Communities around the country have successfully achieved significant reductions in
stray populations through humane, evidence -based strategies —not through outdated policies rooted in
avoidance and cruelty.
I urge you to reject Bill 51 and instead support solutions that offer real, lasting impact. Vote no on this bill and
help build a County where both people and animals are treated with compassion and responsibility.
