Subject: Testimony in Opposition of Bill 51; Against Aloha Spirit

write in strong opposition of Bill 51. As a life time resident of District 71 know the animals theivem our
district such as the goats and cats are a source of enjoyment and happiness.
Stewardship of the land includes the animals. Prohibiting people from feeding animals goes against
the Aloha Spirit statute, HRS Section 5- 7.5
"Akahai", meaning kindness to be expressed with tenderness."
What is tender kindness than providing food to a living breathing animal?
Aloha" means mutual regard and affection and extends warmth in caring with no obligation in
return.
Criminalizing providing food is cruelty.
It is unconstitutional to prohibit Americans from accessing public lands; parks are intended for public
use and enjoyment. Further, criminalizing providing food to an animal of a certain species but allowing it
for other species is additional reasons why this Bill is an abomination.
This to me is similar to how some are worried about providing care to a human who is injured as they
could get sued. We should not be worried about police seeing if we are feeding a cute goat!
I love Palila and Nene birds but we should not be allowing the government and our tax dollars to murder
other animals for these birds benefit.
I respectfully urge you to NOT to pass this bill.
