Bill 51
I am writing to express my deep concern and strong opposition to Bill 51, which proposes to prohibit
feeding feral cats on county properties and impose penalties on compassionate individuals who do so.
While I understand the intent to address overpopulation and protect public spaces, starving these
animals is not a humane or ethical solution. Bill 51 effectively criminalizes compassion and undermines
community -led efforts that promote responsible care such as trap -neuter -return (TNR) programs.
Feral cats are part of our island's complex ecosystem, and their welfare deserves thoughtful, science -
based policies —not punitive measures that will increase suffering. Cutting off access to food will only
lead to weakened, diseased populations and potential ripple effects in surrounding neighborhoods.
I urge you to consider more compassionate and sustainable solutions that include supporting TNR
programs, funding spay/neuter initiatives, and collaborating with animal welfare groups. These proven
approaches offer a humane path forward while addressing the core issues this bill seeks to resolve.
As a concerned Hawaii Resident, I ask that you vote no on Bill 51 and advocate for policies that reflect
the values of empathy, responsibility; and care that our island community holds dear. x
