Bill 51 will do nothing to further either the health and safety of the animals
in question, nor will it foster
"aloha" among the citizens of the community.
Those of us who feed and water these abandoned animals also trap, spay and neuter and release them -
all on our own dime and on our own time. Why, think of the huge sums of money we concerned
citizens save the county each year!
These cats have been abandoned - they are not "feral." If you still disbelieve, spend a day or two at the
Transfer Station -you will see drivers dumping them. Two of our rescues here at home were dumped:
both were pregnant and gave birth shortly after.
How are you going to enforce these "fines?" People are not going to pay them voluntarily. Are you going to
send them to collections? Send law enforcement officers to their homes to "collect?"
Are you going to lien their properties? And then what? Foreclose? The county barely has time to process
its current long-suffering legal concerns. Now it will add to its already back -logged system processing
"fines" for feeding abandoned cats?
"You can judge a society by how it treats its animals" - Mahatma Ghandi.
These cats are innocent and discarded by people who show no "aloha" for them. But they
are fed, watered, trapped, spayed and neutered by those who do care: at their own
expense and on their own time.
Please oppose BILL 51. It is a short-sighted, cruel and silly Bill. One would think the legislature would
make better choices with its time. Surely we have more pressing issues: rampant illegal drug use, theft,
vandalism, homelessness and family and community violence.
